Quick edit: I think you can only start the game by having some amount players type in your Admin Code to join the game.

So in order to get a code Respawn has to assign you one. In order to get assigned you need to be some kind of company/top streamer/pro player that actually runs tournaments regularly or be someone who brings in alot of views towards the game.
