Rule of thumb is 1 CS:GO server PER core (or 2 threads) with 2 GBs of RAM standard vanilla install with no GOTV Recording. However things get real tricky once you start incorporating servers that use GOTV recording, at which point you need 5 GBs of RAM PER server. A standard match will shoot up your resource usage to about 4.5GBs.
I’ve got a 2014 mbp with 16gb of ram and I somewhat frequently use more than 8gb of ram. Chrome, Spotify, Word plus a VM or two will go past 8gb. This isn’t necessary for a CS program but it is nice to have.
I would recommend it least 500 MB per SRCDS process you run, and a dedicated core to that process. Most of the servers that I’m hosting have 32 players at 128 tick. I’ve found that a typical server can easily eat up 500-700 MB and can take up an entire core when in use.
8GB of RAM is enough for streaming, but when streaming more demanding games you may experience some stream quality issues. Also, you may be limited in the number of other applications you can have running while streaming. 16GB of RAM is enough for streaming and gives you much more leeway.
